OTL Does this happen to anyone else, or am I just really bad at sticking to proportions? I mean.. ugh. I use MS Paint, and I don't have any other art program at my disposal. Does anyone have a suggestion as to what I can do when I want to resize a portion of my picture when I actually realize just how off it is? This was my reference picture. Apologies for it not being a complete picture, or even a sketch.

In photoshop you can find Transform under the Edit drop down menu so try checking there in MS paint.
I use this method all the time to fix arms that are too long or legs that are too short. Keep in mind that a great way to avoid this problem is to draw yourself guide lines first before you draw the lineart of your image. These 'bones' give you a framework to work from that helps keep proportions in check and are also an important step in learning to draw from imagination as opposed to copying a reference image.
