I wonder if anybody else is having this problem.
I can't scroll down in a div if it's also a tab. The scrollbar on the right moves down, but the text remains the same.
This has happened in every single page that I've clicked on that has a tab.
Also, highlighting does this odd thing where, when I highlight a patch of text, it highlights what would be in that area if the scrollbar was working.
It looks like this (note the purple text appearing in odd places):

Have you tried clicking inside the big box, then scrolling with a mouse's scroll wheel (if you have one)?
It may have to do with the size of the inner box vs. outer box, though the outer box shouldn't be able to produce a scrollbar in most situations, from what I understand...

I don't have a scroll wheel, but I don't believe I've tried that. I just know that highlighting at least hasn't really helped. xD

I went to one of my own pages where the tabs worked before and the same thing happened. The very first tab (the one that shows up when the page loads) is fine to scroll in, but at least one of the others is messed up.

Alright. Nothing I've done
I don't know WHY this works, but it does.
Go to the tab you want to view and refresh (I've only used Ctrl R to do this, but it ought to work with clicking the button or using F5 as well). You should now be able to scroll that tab fine, but the others will cease scrolling.
You can also move the scroll bar of the tab's div, then scroll the whole page down (into the comments) and back up, and the div box will refresh itself.
It may well be some problem on Chrome's end, where it's not refreshing the screen section correctly when a div box inside a div box is moved.
