Also, when I reinstall it, it behaves
exactly like the one I just uninstalled. It keeps the settings and everything, so any problem within the program itself remains. This happens even if I directly move all the folders to the recycle bin, or all the ones I can find.

If re-installing isn't working, though, it may be a problem elsewhere.
Are you shutting down the computer between installs/uninstalls and/or Forest crashes?
Can you install TEF to an external hard drive from another computer (it's small enough to fit on some flash drives, even) and try running it from there? (And then if it works, copy those files over to your computer)
