You'll have to find something that's not hosted in the US, since it's technically illegal for anyone under the age of 13 to be unsupervised on a US hosted website due to child protection laws.

Ah, yes that's important. Most websites have an age limit in the registration agreement, TEF is one of the few I've found that does not.
