so i kow there's like 'specials' for holidays and such, so are candle antlers a 'special'?

they're available around

they're available around Halloween, but if you have version 3.13 of the game, you can get candles
or someone else playing 3.13 can cast them on you

does it work with 3.31 as well? or no?

v3.13 is the only version

v3.13 is the only version from which a player is able to cast the DotD items, crying idol mask, or candles. The items can be cast to and will show up on all more recent versions of the game (the most current being v3.41), but cannot be cast from a player using one of the more recent versions.
