WELL i said i'll add a how to but i think the images speak on their own.
Get some shitty paper
Colour it in awesome colours and gradients, then after it dries, (make sure you colour BOTH sides one at a time, that way the paper won't curl =D aww yis )
Doodle on it with various pens and markers
If it looks shitty to you, you're doing it right (It's half the charm)

i'll reupload during the weekend with a propper scan.
The cheapest paper kind, the brown n stripy one with a glossy side.
Painted in leftover acrylics (the backround)
Then doodled on with a black pen.
Then over it you go with a white gel ballpoint (it has to be transparentish, it will look gray on top of the black one which you can exploit for textures and darker hues)
