You know, I've always been confused about that too - how can a fawn be nameless? But it does seem that that's the case, and if you've seen a fawn with that picto at separate occasions, it's likely to be two different players. Unfortunately it will be near impossible to find the specific player again, unless they remember you and post about it. I used to think I/Bloo had made friends with that fawn when I started out playing, too.
I have only found one way to make a nameless fawn, and it requires that you have an account on TEF - so that may explain why nameless fawns interact more; they're generally already users who know their way around.
