More specifically you have to cast a mask spell on the BZD, he'll be around within a couple of days. =)

The BZD usually comes around

The BZD usually comes around at the start of October, until a day or two after Halloween. And he's usually on most of the time; you have a pretty high chance of being able to get the Skull mask from him.
