Tracking a blog means that you plan on returning to visit it later to follow it's development. Any blog you comment on is recorded in the 'track' tab of your 'My Account' page. Saying 'Track' or telling someone you've tracked their blog is just a habit some people picked up to let people know they're interested but isn't required.
