((EternalWanderer-- Yeah, those are some Galaxy-Brushes I added later on. Also the lightning yes.
Basically what I did in Photoshop was duplicate the picture, blur the above layer and lower the opacity, then slightly sharpen the layer below so the picture would keep an overall sharpness. Also I adjusted the levels a bit to give it this blue hue. It's a technique I've been (ab)using a lot lately.))
