You have to mess with files

You have to mess with files in the game's program files. I am sure someone will be able to tell you exactly what to do.

I think that was done just by

I think that was done just by being in the right place at the right time. Sometimes, especially if the deer you are viewing is on an area of ground higher or lower than you, sometimes the camera (when zoomed in fully) shows them really close up. It's just a matter of where they are in relation to you.

The biggest rock in the playground is one place where you can do this.

Actually, that's just a trick

Actually, that's just a trick of the camera angle. The two deer up close there are on higher ground than the one who took the picture (who you can just barely see on the ground behind them).
