I think if a deer gets the white pelt from worshipping the twin gods, he can then cast a white pelt spell on another deer. I've done it before, but I didn't stick around long enough to see how long the pelt I cast would stay. I think it might be permanent, but again, it might not.
Also, someone cast a white pelt spell on me once, but I sneezed it off immediately, so I don't know how long it would have stayed.

The OP is looking to get it as a save and load pelt, which isn't possible. You cannot keep it for long periods of time without an older version and a glitch.
As long as one has the Spelldata of the Permadevout (our nickname the glitched white pelt which does not fade), it can be transferred to the most recent version (3.41) via this method. However, of course, this does mean having the Spelldata, which we are not allowed to share publicly.
In other words, there is no way to have the Permadevout pelt without the glitched data for it, and we are not allowed to share that data here.
