You're going to have to wait

You're going to have to wait until the Halloween event (near the end of the month) to get both the mask and candles. I'd just be patient.

Someone with an earlier

Someone with an earlier version of the game can give you candles. I don't have that version unfortunately, but perhaps someone who does will see this and help you out. n_n'
