There is a free version of a program called Open Canvas that I use currently and enjoy. It works well, as far as 100% free programs go. If you want the free version, it's OpenCanvas 1.1 any newer version you'll have to pay for.
Painter Tool SAI, while not entirely free, does have a free trial option and is an amazing program. By far the best I've used. Sadly, because of it's quality, SAI is a target for virus passers.
Regardless of what program you choose to download, ALWAYS check your download site (do they look fishy, do a google search, see if anyone has complained about them before) and have virus protection programs on your computer, ready to scan incoming downloads. It is always best to download from the site of the original producer, not from a hosting site.
I also enjoy Opencanvas (my signature was made there), although I have yet to get the hang of their layering. Artrage also has an excellent free demo, and the full version is only $20.
