How do you get the skeleton pelt?

I try to zap the zombie deer with a spell but I always get the rotting pelt.

You have to have a deer who is playing a previous version of TEF to spellspam it onto you, I think... Otherwise, you'll have to ask for the Spelldata from someone who already has it. :<

You MIGHT be able to get it

You MIGHT be able to get it from spell-spamming (someone getting a pelt spell from a sleeping deer and spelling you), but I'm not sure.

I'm not sure if around this

I'm not sure if around this time of year those without the proper patch can cast the Day of the Dead Pelt. When it's not around Halloween time players HAVE to have the 3.13 patch in order to cast of the Day of the Dead pelt, I myself have not been able to cast the spell or have seen it but I do have the proper patch.

Big Zombie Deer will only give you the Zombie Antlers (His antlers), Zombie Pelt (His Pelt) and Skull Mask. Day of the Dead set comes from players casting the spell on you, and the Blood Crying Mask is the same way.
