Downloading photoshop itself would be against the law unless you plan to buy it online, but there are a few free drawing programs you can download;
There is a free earlier version of Open Canvas (Oc for short), I used it for many years and it is a decent program, easy to use and understand but obviously more limited than Photoshop.
There is also GIMP which several TEF artists use, which is more complex than OpenCanvas, but more difficult to understand.
As with anything, be careful when downloading any programs, be sure to scan them for viruses and that your computer's virus software is running at 100%.
I would recommend GIMP, though I've never tried any other program besides PS and GIMP XD
Sumo Paint looks pretty good. I say just try each out for a few days and see if you like them.
