Candles are only available (at the playground) for a few days after Halloween, then they disappear until next year! :c Unless someone sends you the spelldata, you're gonna have to wait.
Actually they can be there even at other times of the year. They have nothing to do with the weather, though M&A usually only activate them when it's dark enough for them to light up.
EDIT - Also, when they are available, you can find them not only at the playground by also at the ruins
