Paint Tool SAI.
It's amazing. :] There's a trial version and there's a hacked version someplace. But it's an awesome program!
The trial version is free, and the hacked version, I'm assuming, is the complete SAI. It would be free, but also illegal to the best of my understanding. It's your choice.
The only free drawing programs I can think of are paint.net and Gimp.
I used Paint.net for a while. It's pretty decent in my opinion, used it without any real upsets. I'd say it would work for you just fine. I was recommended to GIMP. I downloaded it, tried to use it. It was incredibly frustrating to me, but I'm highly resistant to change. It might be fantastic, I don't know. xD
Try googling "free art programs." Honestly, several results should come up, and there should be explainations on all of them. And if they're terrible, you can always uninstall them. c:
If you want a simple but very attractive traditional media emulator, http://sketch.odopod.com/ .
Open Canvas is another free program more geared towards digital painting and lineart. Version 1.1 also allows you to network with up to four people so you can draw together.
There are also online white boards called "paint chat" which allow many people to draw together. Simple but very powerful tools, all free.
