Yea, it can. Sometimes after a player closes their game, someone starting up the game as a nameless deer might appear to have their picto.
I like to call these "picto snatchers".
Alot of the times when I log on and my pictos spread, (even when I am on multiple tabs) random naked deer and fawns grab my picto, the same deer on both windows!). It happens to everyone from time to time, but your picto is always going to be yours. ^^
I've learned to like my picto, when I chose it I didn't knoe how important was going to be and soon I regretted my choice,
but now I feel that in a way he chose me, the destiny wanted for me to have him (or her?)
As someone already said, it can. I see daily nameless deer with pictograms of someone, most likely first generation pictograms, I've even seen an nameless having pictogram of one of the game creators, Michael, about three times. I've never seen third gen pictograms on them, except those that belong to my four characters. Probably because they're plaid all on the same computer, and are all mine...
Also, I'm myself satisified with my pictogram too too much. First I thought that it was pretty much silly choice, but now I like my first pictogram a lot. I like how it's composed, I'd like to say it's equal it's own way and everything in it is laid equally. I also can't get rid of feeling that every pictogram of me has an unique shape that fits to personality of an character that owns it.
