How do you make it so a picture wont have a white background? And make it so it has a see-though one kinda, so it goes against whatever is the background.... --bad at explaining thingsXD--
I know some of you can do it.
Let me look for an example.

If you use photoshop, you need to know how to use layers. When you first open a new document, there will be a white background, make a new layer on top of that layer. Then on the new layer, proceed to draw your picture. When you're done drawing, delete the white background layer and ta-da , transparent picture C:

if you don't have photoshop, then I can't help you XD

I made a new layer, but I have to delete the first one, yes? So I how do I get to that first one again? (sorry to be a pain, heh) I am like SO unauthorized to use photoshop. The only things I know how to do is the paintbrush tool, and the eraser tool. hehehe. There are too many things, its overwhelming D8

Addendum to what Seele has

Addendum to what Seele has said: I would save it as a GIF if you're planning on making it into an icon, since a number of sites will only accept JPG or GIF formatted icons.

If you're noticing weird halos around everything or noise in the transparent part of the image, there are two things you can do. Go back in Photoshop and make sure your eraser and brush are set to "Pencil." You'll notice it the marks it makes will be more jagged, but that's how the GIF and PNG formats are - there are no in-between levels of transparency like there are with the normal brush settings. Edges are harder. Also, if you're saving it with the "Save for Web" option (not sure which version of Pshop you have), make sure the Transparency box is checked and that Matte is set to "None"
