Okay, so what you wanna do is, make all the base-colour for the fur on the same layer, then scribble with dodge and burn respectively in the direction you want the fur. Note that the brushes need to be very small. like 2-3 pixels. Once you've scribbled all over, simply smudge with a 3-4 pixel-brush again in the direction of the fur and it should look smooth like this. Easy, but take a little while~

For thicker longer fur I use 2 layers Shadow/Highlights. You can also use one, but
I use a 3-5 size brush for shadow and 1 size for highlight.
I do the base color then on a new layer use the shadow color to make 'V' shape hairs all from one point.
On a new layer I use the highlight color or the base color with the layer on Luminosity(Painter SAI) or Linear Dodge 'add' (Photoshop) and I go over the shadow color making sure to only use it in the middle of the 'V'.
