Well all I do is take some favorite screenies and use the marque tool in my art program. I would turn on the feather by pixel feature and that's how I get feathery edges.
As for the eye color, I take a small brush and lower the opacity a bit so it don't bleed with too much color. With hair I scribble the shape of the hair and use the smudge tool wo make the hair more pointy and featherlike.
Then, with special brushes I downloaded from DA, I decorate the headers. Lowing the opacity is mandatory.
